Now I get the rad thing. It is front wheel drive and the whole rad/engine/gearbox rotates.

In the background there appears to be two more cyclecars. Now, would a V-twin JAP or Matchless engine fit?

Of course, a 2-stroke engine! The French tradition of cyclecars continues - the latest ones being pretty presentable - and no driving licience required (but they do use a diesel engine as found in concrete mixers, etc...).
