Looks like a home made conversion from a long nose to a short nose - 'O' rings didn't exist in 1930 ?? There should be a coil spring which bears against a shoulder on the inner end of the nose and bears against the "hub" of the starting handle. I assume that the start handle boss does not pass through the bush (with the O ring) which it should do so the spring retracts the starting handle. But I could have got it all wrong !!

It should probably look like this (1929-30 pattern), with the handle shaft retained by the brass nut (the nosepiece is threaded to suit).

Well done Howard, good link. No parts available for this type, I convert them to take the later shaft as per yours on the Brookfield
