+1 for the 3mm closed cell, self adhesive black foam !
On the Chummy in the past I have used a bituminous membrane from the roofing industry, over here called 'Malthoid'. Not a speck of rust, 50 years in the shed and counting

Does it actually need the felt? Or anything? Mine had the original felt, and rigid spacer pieces at each bolt position. And no rust.
When I had the body off I replaced the spacers with plastic, slightly thicker, and no felt. There is a slight gap where the felt used to be. And we now have a smaller chopping board in the kitchen.

I use 3mm thick Foamex plastic which will crush and absorb any small irregularities.

on my TVR Vixen, felt was used on the body-to-chassis mounts and after a decade or three / four..havoc had wreaked.. so I'd abstain from felt; be it soaked in oil or whatever..
On my Triumph TR2 I've used a proprietary 'body mounting kit' consisting of broad rubber strips that looked and felt like licorice. That stuff should still be available from TR specialists..... just my 2 pennies.....
