Here's some educated guesswork, and I'm ready to be shot down ...
Given the orientation of the Church, the sun is between south-west and west so the time is a few hours after noon. The shadow cast by the front wheel on the A7 suggests the sun is fairly high in the sky, about 40 degrees. Factoring in the Festival poster, this may mean the photo was taken in May.
I often visit Cirencester, there still seem to be enough pubs to go round.
