Logic says there must have been something under there when new or else rainwater would find its way under the brackets and over the dashboard while driving. What it was originally I don't know, probably a thin mastic or caulk or similar. For what it's worth Dad always had a strip of old inner tube under the screen on our "65" when I was growing up, thin enough to be nearly invisible and thick enough do the job - protects your new expensive paintwork. The windscreen posts on our Giulietta Spiders are seated on a thin strip of mastic, as is the lower screen rubber & they are watertight, alas the rest of the hood is not quite so water tight.
