Here are the photos on a 22FZB            the wire starts at the steering column bracket and connects to the top hole in the swivel the second wire goes from the swivel bottom hole to the choke. For your carburetor the wire would have to go from the steering column bracket to the bottom hole on the swivel and the second wire from the swivel top hole to the carburetor.
