The parts book doesn't show anything between the bottom bush (BM47) and the levers (BM143/59) - presumably there is no washer because the levers are bronze/brass and are adjacent to a bronze/brass bush?

Yes- it should be flush with the brass face. 

I am sure there isn't a washer.
