girling brake levers swapped?

My father had made some ingenious and in some cases ill-advised modifications to various parts of our Ruby. I'm now renewing the brakes and found this: 

   

The spring has been rotated to bring in in to contact with the lever. I assumed because the spring had lost its tension, however when assembled with a new spring this is what happens; the spring has no chance of returning the lever to its rest position. 

   

This is the O/S front cylinder, so the front of the car is to the left. I've tried swapping cams with the other side but that doesn't work. reversing the cotter makes it worse and puts the lever unrealistically far forward. I've tried the other springs but they are quite different so must be rear ones.



Anyone any ideas what's wrong?

Incidentally the clever modification doesn't work because the spring has insufficient movement and the lever stops short of its full rotation.
