Yep, completely normal. Doesn't need greasing often.

Hi Adrian
I recently overhauled my steering box, although I hadn't previously had a problem with oil travel up through the column, I fitted an "O ring" over the inner column which made a seal between the two, thus preventing oil rising even if the box was over full.

When I overhaul a steering box I fill it with MoS2 grease and then that's it, greased for life. The RN with over 80,000 miles hasn't been touched and is still silky smooth.
