I'm with Steve - I've towed my trials Chummy with only a tonneau on at ridiculously high speeds with no problems at all!
I would not tow at any speed with the hood up.

I towed with the hood up on a chummy once, only once.
The winner was the trimmer, who had to make a new hood. I guess that the loser was whichever poor sod found a heavy 6x4 of wet duck hooding flying around on the M25. I never saw it again.
