Mag Engine Dynamo

This morning I’ve noticed that the cut out points aren’t opening when the engine is switched off. They stay closed until the master switch is off.  Can an electrical expert point me in the right direction? Please.

Another question - I’m fairly sure this will turn out to be a problem with earthing. Am I right in thinking the secondary coil leads to earth? If so between which points should I check the resistance, and what should it be roughly?
