I now understand why the brake cross shaft is so called . It has certainly made me cross. mine was totally seized which would account for the inability to achieve reliable braking in the past. After too many hours trying to get any movement I have given up. Just for my own gratification , I dismantled the twin tube aided by drill and hacksaw. Rusted solid,so now looking for a replacement. Anyone fitted hydraulic brakes got one lying about I could purchase please.
Just in case anyone wants to rebush the three bearings I found some 0.8 mm x 25 mm brass strip as used by model makers which fit the bill perfectly. Three 305 mm strips for less than a tenner, inc p&p.
