Not unless it is booked in for an MOT?

The hammer price was £2050. It was pretty comprehensively knackered, but the interior required detailed photography and recording. It seemed to be wholly genuine and original. Too expensive for special chopping so I sincerely hope that it will turn up undergoing a full restoration. The king pins weren’t too bad!

If it is booked in for an MOT is he allowed to drive half way there, change his mind, and drive home again?

I think you would need a pretty compelling reason — like a call from your wife saying the baby is coming etc. Then of course you might be asked to produce said baby in court as evidence!
The straight answer is ‘no’

Some years ago, I was called on to convey a family member who had gone unexpectedly into labour with her firstborn. I was recorded by a police camera patrol driving the Rover I had at the time at over 80 mph up the Wrexham bypass. The magistrates didn't require me to produce the baby - just the birth certificate.
