Do the front wings on the RP saloon have piping between the wing and the scuttle & flitch plate?

I don't think so, David. Looking at period photos it's not very obvious, but take this one; the piping round the rear wing is very clear, but there's no sign of anything similar at the base of the scuttle.

The wing piping was there when I got the car 40 odd years ago. I just replaced like for like.

I wasn't particularly bothered either way, and in fact had already cut some piping to fit on the front wings. It's just that somebody queried it, so I thought I would consult the oracles and might as well get it right while I was doing it. Actually I think it would look better with it...
