The vehicle behind is a sort of armoured car of the type fudged during the Treaty of Versailles restrictions. RH number plate could be Reich Wehr. This Dixi looks like a pick up... someone may identify the "armoured car from that front wheel! The photograph is very low resolution but, playing about in Photoshop, the machine to the rear of the truck does look like a lathe. Perhaps that's why the Dixi has just called in for a quick engine rebuild.
