Has anyone successfully replaced the felt oil seal for the starting dog with a modern seal. If so can you please offer some guidance on this. Was it necessary to shorten the boss of the aluminium pulley that fits on the shaft of the starting dog?

Yes! I did the conversion on the Top Hat project engine, full details are on Page 14 of the thread "Restoring a Top Hat"
The seal fits into the inner part of the housing, no modification to the pulley is necessary. See the photo's on the thread.
