The centre diamond motif looks like the Junior Car Club, as per the entry number sign.

No doubt displaying my ignorance, but is that some sort of fabric cover over the tank?

This was an original feature of that model and acted as a barrier between the engine and footwell.
It is a very rudimentary arrangement and I have only ever seen the remains of one original.
