The bold clause above would seem to preclude any rebuilt car or special built during the last 30 years from being exempt from MOT?

If the Special had a logbook already, say for a Ruby or Box Saloon, with a set of before and after photos, it should go through as a "rebody" with DVLA, so, subject to all the other requirements (same suspension as original etc.) it would still be a VHI

Only if the Special was constructed from a pile of bits with no V5C it would need to be registered as a "Reconstructed Classic". A re-constructed classic has to be signed off by the relevant motor club's V765 representative as being a true representation of the marque -there isn't any other inspection requirement for this -so it's basically a paperwork exercise with the DVLA. The big problem with this registration route in the past was that an original (i.e. period manufacture)  body was also required. This requirement is supposed to have been relaxed now.
