If it is indeed chassis number 131817 then it is car number B3 4892.
The ledger for the B3 series survives at the British Motor Museum library, Gaydon.

and it is not formally recognised as one for Taylor.
But conceivably could have been requested as a chassis of the type listed. Or not. It is in pencil so that further adds ambiguity!
