I have just repaired a friends chummy that was suffering the same symptoms. Did all the the above with knobs on !

In the end it was one of the levers in the float chamber jamming. 
On removing the levers the pivot holes were elongated.
Replaced the levers - goodbye problem.
I was pleased to find the issue, never had it before.

I had that problem on a friends 22FZB I was testing Nick. For 40 years this car and two others have had this pipe arrangement with no problems but on this occasion it chose to air lock. I stripped the taps and inspected them and the tank and found everything OK and reassembled everything except the float chamber top and opened the fuel tap. Every time I've done this before I'd get a fountain out of the float chamber, not this time nothing so I blew into the tank filler and after a load of bubbles we had the fountain. Needless to say the pipe run is being altered.
