Yep. The legal responsibility falls on the organisers, not the competitors or people attending. Someone's trying to save money.

If it is not my responsibility, then I do not have an insurable interest, so I believe I cannot insure against it.

But if you sign up, you are taking on responsibility. Don't sign, don't go. This comes up from time to time. Never attend any event that doesn't have public liability in place is the best advice.

Anybody charging admission to an event for which they have not ensured the full insurance cover should indeed be avoided. They will only save money until an an incident occurs, and lawyers descend.
