Thanks to all who responded and offered thoughts and advice.
It turned out to be that the last 3/16" insertion of the pin to lower bush was too tight. A few moments with the reamer and movement was restored.
Lesson learned. make sure the pin turns in the bushes before tightening the cotter pin.
