Not sure where these tools are made but the QC on mine is good on what can be a dangerous tool if not from good material.

If you carefully open up one of the ends of the spring slightly it will aid fitting hugely.
Best done with the back plate bolted to the axle or held in a vice, I use these type of hook tools to fit them, they very reasonably priced and I have one in every car as part of the tool kit: https://www.ebay.co.uk/p/9024229991?iid=203028083617
